STC Pay is the largest digital wallet in Saudi Arabia. It launched in 2018 as a subsidiary of stc, was granted a digital banking licence by the Saudi Central Bank in 2021, and now operates as a licensed bank. It handles salary payments, remittances, peer-to-peer transfers, mada and card network payments, and it issues a prepaid card. What it does not do, and cannot do, is pay an offshore casino. We are writing this page because "STC Pay casino" is a phrase people search for, and every result that says yes is wrong.
What STC Pay is and how it works
STC Pay accounts are tied to a Saudi identity or residence permit and to a Saudi mobile number. Money moves in from a Saudi bank account, a salary or another STC Pay user, and moves out through SARIE to Saudi banks, through mada or the card networks to merchants that settle with a local acquirer, and through remittance partners to accounts abroad. Every leg is supervised by SAMA, and SAMA-regulated institutions decline transactions at gambling merchants, coded MCC 7995 on the card networks.
An offshore casino cannot become an STC Pay merchant, cannot receive a SARIE transfer and, if it tries to take the STC Pay card through a card processor, receives a decline on the gambling code. YYY Casino, 888 Casino Arabic, Betfinal, Haz Casino, VIP Arab Club, Royals Casino, Rabona and 22Bet do not list it. 1xBet's Saudi subdomain names STC Pay in its onboarding; we could not verify a working deposit, and the likeliest explanation is a local agent taking STC Pay transfers and crediting a casino balance by hand, an arrangement that puts your money with an unknown intermediary and your name in a money-laundering investigation if it goes wrong. Depositing step by step
The route that Saudi players use replaces STC Pay with a prepaid voucher or a wallet the bank does not see as gambling.
- Choose a rail: an AstroPay or Jeton voucher for a one-off deposit with no bank trail, or a MuchBetter or Jeton wallet if you plan to withdraw to it.

Gambling by individuals is an offence in Saudi Arabia and in all five Gulf states listed. No payment method changes that.
Fees and currency conversion
Because the STC Pay route does not exist, the costs are those of the rail you use instead: a reseller markup on vouchers, a conversion margin when a riyal balance becomes a dollar deposit, and a transfer fee when a wallet sends money to a bank. The Saudi riyal is pegged at 3.75 to the dollar, so there is no exchange-rate risk, only the spread. Every casino above holds USD accounts, except 888 Casino Arabic and Royals in AED, so buy vouchers and hold wallets in USD and convert once at the end.
