Egypt's constraints are currency and cashier first, law second, so the weighting reflects that:

Is online gambling legal in Egypt?
No, for Egyptians. The legal box above summarises the position; here is the detail.
The law. Egypt is one of the few Arab states with a licensed casino sector, but it is built for tourists: the casinos in Cairo's hotels, Alexandria and the Red Sea resorts admit foreign passport holders only, and an Egyptian citizen may not enter one, whatever the currency in hand. There is no licence for an online casino or sportsbook, Egyptian or foreign, and the Penal Code's gambling provisions apply to organising and taking part. The anti-cybercrime law of 2018 gives prosecutors a route to online conduct, and the 2020 Banking Law reaches the crypto rail.
Enforcement. Rare against individual players; the cases that are publicised involve agents and organisers rather than customers. The practical exposure for most players is a frozen card or a bank query about foreign-currency spending.
ISP blocking. The National Telecom Regulatory Authority can order WE, Vodafone Egypt, Orange Egypt and e& Egypt to block domains, and some gambling sites are on the list, but blocking has been less systematic than in the Gulf and changes without notice. Using a VPN for ordinary purposes is not itself an offence in Egypt; using one to reach a casino does not change the prohibition, Betfinal closes accounts for it, and we do not publish instructions for reaching blocked sites.

Vodafone Cash, Orange Cash, Etisalat Cash and WE Pay settle in pounds with Egyptian merchants under Central Bank rules; InstaPay is the Central Bank's instant-transfer network between Egyptian accounts; Fawry is a domestic bill-payment and cash network. None has a foreign endpoint. Cards. Visa and Mastercard from NBE, Banque Misr, CIB, QNB Alahli and the other banks are accepted at every listed casino and decline at most of them, for two reasons: the merchant is coded MCC 7995, and the Central Bank's limits on foreign-currency card spending abroad catch the deposits that get past the code. The pound floats, at about 48.5 to the dollar when we checked, and that changes the arithmetic that Gulf players never think about. A $20 minimum deposit is roughly EGP 970 today and may be EGP 1,000 or EGP 940 by the time you withdraw, before the provider's margin of 2 to 3 percent each way on a card or a fraction of that on USDT.
