It is issued from the United Kingdom under an e-money licence, holds balances in a wide list of currencies including AED, and pays merchants instantly with no chargeback. Every casino that lists Skrill for Gulf players lists Neteller beside it. The same fine print applies too: Paysafe decides per jurisdiction whether an account may pay a gambling merchant, and Gulf addresses do not get a guaranteed yes.
What Neteller is and how it works
A Neteller account is tied to a verified identity and a country of residence. You fund it by card, bank transfer or a local option where one exists, and pay a casino by entering the email address on the account plus a six-digit secure ID at the cashier. Money the casino pays out lands in the same wallet, from where it can go to a bank account, or be spent through the Net+ prepaid Mastercard that Neteller issues to verified users in supported countries.
The gambling-merchant permission is what matters. Neteller places casinos in a restricted merchant category and enables that category only for accounts registered in jurisdictions where Paysafe holds the relevant permissions. Fees and currency conversion
Neteller's costs sit in three places: loading the wallet (a percentage on card top-ups, usually little or nothing on bank transfers), converting currency (Neteller adds its margin to the wholesale rate whenever the wallet currency and the casino's account currency differ), and sending money out to a bank (a flat fee per transfer).
