This page is for residents of Casablanca, Rabat, Marrakech, Fez, Tangier and Agadir who want the facts before they open a casino account. Morocco has the most developed legal gambling sector of any Arab country: casinos that admit Moroccans as well as tourists, a state sportsbook, a pari-mutuel on horse racing and a lottery. What it does not have is any licence for an online casino, and the dirham's limited convertibility turns every offshore deposit into an exchange-control question as well as a legal one. The one-line answer: the lawful casino play in Morocco is in Marrakech, Agadir, Tangier and Casablanca; every site below is offshore and unsupervised by Morocco; CIH Pay and Wafacash will never pay one; and the realistic rails are an AstroPay voucher, Skrill, a card within its allowance, or USDT bought on a market the Office des Changes prohibits. What follows is the honest comparison for readers who understand that.
Best online casinos for Moroccan players in 2026
The ranked cards above are rendered from our brand data. Our acceptance data is strongest for the Gulf, and none of these operators publishes a Morocco clause we could read; each brand is listed because no restricted list we have seen names Morocco. Treat that as likely acceptance and confirm at registration. Here is why the top five sit where they do from a Moroccan player's point of view.
1. YYY Casino. Arabic throughout: site, cashier, bonus terms, 24/7 chat and a WhatsApp line. Live tables from Evolution and LuckyStreak, a sportsbook that prices the Botola and the national team in the same wallet, and USDT withdrawals typically inside an hour once verified. The account is USD only, and the complaint record is below average, mostly verification delays, so upload documents on day one. Read the YYY Casino review.
2. 888 Casino Arabic. The Arabic 888 runs 1,800-plus games with Evolution and its own live studio, holds accounts in dirhams, dollars and euros, and takes Skrill and MuchBetter, which suits Morocco better than most Gulf-built cashiers. Withdrawals can pend up to 72 hours. This is the Curaçao-licensed Arabic site run by Sunflower Seed B.V., not evoke's 888casino.com; its frequent domain changes are a caution. See the 888 Casino Arabic review.
3. Betfinal. The largest Arabic-facing casino brand in the region by direct traffic, with Evolution Arabic Roulette plus CreedRoomz Arabic blackjack and roulette, Arabic chat and WhatsApp, and the widest cashier for Morocco: AstroPay, Skrill, MuchBetter, Sticpay and USDT. E-wallet withdrawals clear in 0 to 24 hours and crypto is near-instant. Betfinal bans VPN use and permanently suspends accounts that trip the check. Its complaint record on withdrawals is mixed. See the Betfinal review.
4. Royals Casino. Same operator and licence as the Arabic 888, launched 2024, with Arabic chat, Evolution's Arabic-speaking roulette and VIP salon, Skrill and MuchBetter in the cashier, and accounts in dirhams, euros, dollars and crypto. E-wallet withdrawals are quoted within 24 hours. Casino-only and too new for a complaint track record. Read the Royals Casino review.
5. VIP Arab Club. The best-documented brand on the list: operator, licence, restricted list, bonus terms, withdrawal limits and the Arabic roulette and blackjack tables were all read on the site itself, and the restricted list names no Arab state. Crypto withdrawals are instant, e-wallets about 24 hours, and the 25x wagering on the welcome package is the lowest here. Arabic chat runs 08:00 to 00:00 Casablanca time, not 24/7, and the Casino Guru rating is below average. Read the VIP Arab Club review.
Further down: Haz Casino (7,500-plus games, AstroPay and Skrill, weak Trustpilot; its restricted list names Algeria, not Morocco), 1xBet (the deepest African football book with a casino attached, an Android app, a 2023 Moroccan investigation and wider legal baggage) and 22Bet (AstroPay and Skrill, a 50x casino bonus to avoid). BetWinner has Arabic chat and Arabic roulette but a Trustpilot score of 1.2, and Oshi's chat is English-only; both are unranked. Rabona, N1 Bet and Slots Palace are left off because no source speaks to Morocco. Playfina has no Arabic product and Casino Farouk's site was unreachable when we checked.
How we ranked them
Morocco's constraints are the exchange rules first and the law second, so the weighting reflects that:
- A cashier that works inside the allowance. Brands that take AstroPay and Skrill, which a Moroccan card can fund as an ordinary purchase, as well as USDT, and pay withdrawals back to the same rail, rank higher. This is why 888 and Royals sit above Betfinal's larger bonus.
- Acceptance without a restricted-list entry. None of the listed brands names Morocco as restricted; a brand with no source at all is left off rather than assumed.
- Arabic and French support. Moroccans switch between Darija, Modern Standard Arabic and French; a brand that answers in Arabic 24/7 and offers a French interface ranks above one that answers in English only.
- Payout behaviour. The complaint pattern on Casino Guru, AskGamblers and Trustpilot outweighs quoted times. A poor record caps a brand below third, and the 2023 investigation is a further mark against 1xBet on this page specifically.
Bonus size does not move the ranking.
Is online gambling legal in Morocco?
Only the land-based and state operators are licensed. The legal box above summarises the position; here is the detail.
The law. Morocco licenses casinos in Marrakech, Agadir, Tangier and Casablanca that admit Moroccans as well as tourists, the Loterie Nationale, SOREC's pari-mutuel on horse racing, and MDJS, which has held the sports-betting monopoly since 1962 and sells online. Everything outside that system is unlawful: there is no licence for a private or foreign online casino, and the Penal Code punishes gambling outside licensed venues. The exchange rules add a second layer, because the Office des Changes limits what a dirham card can spend abroad and prohibits crypto outright.
Enforcement. Directed at operators and agents rather than players. The 2023 investigation into 1xBet's activity in the country is the clearest recent example; prosecutions of individual online players are rare.
ISP blocking. The ANRT can order Maroc Telecom, Orange Maroc and inwi to block domains, and some casino sites are on the list, but blocking has been less systematic than in the Gulf. Using a VPN for ordinary purposes is not an offence in Morocco; using one to reach a casino does not change the position, Betfinal closes accounts for it, and we do not publish instructions for reaching blocked sites.
Bank and crypto position. Banks decline gambling merchants, the yearly allowance caps foreign online spending, and CIH Pay and Wafacash have no foreign route. Crypto transactions have been prohibited since 2017 and a regulatory bill has not passed, so the large peer-to-peer market operates outside the law. Unlawful on-ramp, unlicensed destination.
Every site on this page is licensed in Curaçao, Anjouan or a similar jurisdiction and is not subject to any Moroccan supervision. Disputes go through the casino's own complaints process and third-party mediators, not a court in Casablanca.
