Morocco’s State Lottery is in search of a new operator. The La Morocaine des Jeux et des Sports (MDJS) is in search of an operator keen to take over the management and operation of its Lottery for a period of 8 years.
Such contract will commence on 1 January 2023 and prospective bidders must table their bids by no later than 4 April 2022. The bidding will take place in Casablanca where the MDJS has its headquarters.
Operators wanting to submit a bid can do so by registered letter. They may deliver their correspondence using any express courier delivery service. Those interested can also submit their bids during the opening session. All bids submitted in this manner must be addressed to the chairman of the tender committee.
How the Bidding Process Works
The request for a new operator is divided into two sections. One section covers pari-mutuel sports wagering and fixed odds betting. The other covers Lotteries. The “Lotteries” section includes raffles and instant sports Lottery games.
Prospective operators may submit their proposals for one of the two, or for both.
Tender documents are available from the MDJS headquarters in Casablanca. The fee for tabling a bid is $1,081, or ten thousand dirhams. Those who have made the payment may collect the tender documents in person, or digitally.
Completed tender documents will only be accepted if they comply with the published conditions of the bidding guidelines.

Established in 1962, the MDJS oversees all sports betting activities in Morocco. The only exceptions are greyhound racing and horse racing.
The organization was created to ensure integrity in all legal gaming operations and sports betting in Morocco. Full transparency and reliability are two more important factors overseen by the MDJS.
