Wynn Al Marjan Island: a marina, two royal apartments and a $5.7bn bill

Since Wynn Resorts confirmed in August that its Ras Al Khaimah resort will open in September 2027, the news from Al Marjan Island has been about what guests will find there rather than when. In September and October the project detailed its two largest suites and a 98-berth marina, and a credit-rating agency set out what the resort is costing Wynn's balance sheet. The next hard update is due on 5 November, when Wynn reports its third-quarter results.

The budget figure to use is $5.7 billion

When Wynn disclosed its second-quarter results on 5 August, it said the total project budget had risen by about $600 million. Gulf News reported that this took the cost to roughly $5.7 billion, up from about $5.1 billion. Asia Gaming Brief used the same $5.7 billion figure on 13 September. Some coverage still quotes $5.1 billion; that is the budget before the increase.

Wynn owns 40% of the joint venture building the resort. Gulf News reported that Wynn contributed $48.1 million in the second quarter, taking its total cash contribution to $1.06 billion. Asia Gaming Brief put Wynn's share of the increase at about $240 million and said about $1.4 billion had been drawn from the construction loan.

What Fitch said about the cost

On 13 September Wynn priced $900 million of 6.875% senior notes due 2035. The proceeds, with cash on hand, go to redeem Wynn Las Vegas notes due 2027, so the deal refinances existing debt rather than adding to it. Fitch called it "leverage neutral" and rated the notes BB-.

The more useful part of Fitch's note was about the UAE. It expects Wynn's debt relative to operating earnings to rise to 6.0 times in 2026 from 5.8 times in 2025. It attributed the increase to funding for Wynn Al Marjan Island and expansion at Wynn Palace in Macau. Fitch expects the resort to support Wynn's credit profile once open, but flagged cost, timing and demand risks.

A 98-berth marina, run by IGY Marinas

On 5 October the resort set out plans for Wynn Marina, reported by Asia Gaming Brief. It will have 98 berths for yachts up to 85 metres, arranged around a protected circular basin with a maximum depth of 5 metres. Fort Lauderdale-based IGY Marinas will run it, handling berthing, arrivals and departures, transport, provisioning and restaurant bookings.

A building called the Capitainerie, designed by Dewan Architects + Engineers, will handle marina operations, guest registration and support for captains and crew. Yacht guests will be able to check in on board before stepping into the resort. The marina itself was designed by Marina Solutions International. Resort president Max Tappeiner said: "Wynn Marina has been conceived as a direct extension of Wynn Al Marjan Island."

Two seven-bedroom apartments at the top of the tower

On 14 September the resort described its two largest units, the Mayfair Apartment and the Paris Apartment, according to Asia Gaming Brief. Each covers about 1,460 square metres, has seven bedrooms and takes up one of the top two floors of the 70-storey tower. The Paris Apartment was designed by the Paris studio Pinto with Wynn Design & Development; the Mayfair Apartment was developed with London's Anouska Hempel Design.

Both sit within Enclave, a 323-suite hotel-within-a-hotel on the upper floors with its own entrance, lobby and lifts. The resort as a whole is planned at 1,530 rooms and suites with 22 restaurants, lounges and bars, a theatre, beach club, spa and shopping promenade.

Why the marketing matters to the Gulf reader

None of this changes the licence. Wynn Al Marjan Island was granted the UAE's first commercial gaming facility operator licence in October 2024. When it opens, its gaming floor will be for guests physically on the property, at a minimum age of 21. It is not an online licence and says nothing about gaming anywhere else in the country.

What the marina and suites do show is the customer the resort is built for: high-spending visitors arriving by private yacht or from Dubai International Airport, about 50 miles away. It is a tourism product first, and the gaming floor is one part of it.

What to watch on 5 November

Wynn said in a press release dated 6 October that it will report third-quarter 2026 results after the market closes on Thursday 5 November, followed by a conference call. That call is the next point at which the company can confirm, or move, the September 2027 date and the $5.7 billion budget. Both have changed once already this year, so we will report the call when it happens rather than assume the figures hold.

What this means if you play from the Gulf

Until the resort opens, no UAE-supervised casino floor exists anywhere in the country. The short list of what is licensed today is on our UAE licensed casinos page. The sites in our UAE online casino guide are licensed abroad and not supervised by any UAE authority. Gambling by individuals remains an offence under the UAE Penal Code, Federal Decree-Law 31/2021, and a licence held by a resort in Ras Al Khaimah does not change that for anyone playing elsewhere. Our earlier report on the September 2027 opening date covers the delay and the construction pause.
